Lifeline Legal Consultancy Services Company (3LCSC) is a multidisciplinary consultancy firm established in January 2021 in Afghanistan, originally operating as Hemat Amiri Legal Consultancy Services. In November 2025, the organization was formally rebranded as 3LCSC to reflect its expanded mandate, strengthened institutional capacity, and integrated service portfolio. 3LCSC was founded in response to the growing need for specialized, context-driven legal, research, monitoring, and compliance services within Afghanistan's complex humanitarian, development, and governance landscape. From its inception, the organization has aimed to bridge the gap between legal frameworks, field realities, and program implementation. Since its establishment, 3LCSC has evolved into a trusted national consultancy partner supporting UN agencies, international and national NGOs, donors, and civil society actors. The organization provides integrated services across legal advisory, third-party monitoring (TPM), research and evaluation, policy analysis, compliance, and capacity building.
